FY 2021 Funding Increases for IDEA, Research, Remains Flat for EHDI

The Consolidated Appropriations Act, 2021 (H.R. 133), which passed Congress yesterday, included fiscal year (FY) 2021 funding for key programs within the Departments of Labor, Health and Human Services, and Education.
The measure increases funding for the Individuals with Disabilities Education Act (IDEA):
- $173 million for IDEA Part B (State Grants) for a total of $12.94 billion;
- $4.85 million for IDEA Part C (Infants and Toddlers) for a total of $481.9 million; and
- $3.5 million for preschool grants for a total of $397.6 million.
The bill also includes level funding for Early Hearing Detection and Intervention (EHDI) programs resulting in $10.76 million for the Centers for Disease Control and Prevention for surveillance and technical assistance, and $17.8 million for the Health Resources and Services Administration grants to support state based EHDI systems.
In addition, the legislation delivers a $7.38 million increase to the National Institute on Deafness and Other Communication Disorders for a total of $498 million, and a $1 million funding increase for the National Institute on Disability, Independent Living, and Rehabilitation Research for a total of $112.9 million.
